Foreign Capital Project Management Center under the State Council Leading Group Office of Poverty Alleviation and Development (FCPMC) was established in February, 1995. As a public institution, FCPMC is a central project management agency specializing in foreign-funded poverty alleviation and development.
In compliance of national anti-poverty strategies and policies initiated by the Chinese Government ,FCPMC’s mission is to improve incomes and self-development capacities of the poor and promote sustainable development of economy, social undertakings and environment in poverty-stricken areas based on domestic and international funds, information, technical assistance as well as management experiences.
Main tasks:
I. Introduce foreign funds, advanced technology and concepts, organize and manage the implementation of foreign-funded poverty alleviation projects;
II. Enhance and expand cooperation with the international community, promote localization of international experience and internationalization of China’s experience;
III. Conduct poverty alleviation and development pilots, trials and demonstrations to promote national poverty alleviation and development in China;
IV. Organize and implement various kinds of national poverty alleviation and development programmes delegated by the State Council Leading Group Office of Poverty Alleviation and Development(LGOP);
V. Mobilize and organize social forces to engage in poverty alleviation and development, promote regional development and income increase of farmers in poverty-stricken areas;
VI. Guide, coordinate, manage and deliver services for the national foreign-funded poverty alleviation and development work.
FCPMC comprises 6 organizational units: General Office, Department of International Cooperation, Department of Monitoring and Evaluation and Government-funded Poverty Alleviation and Development Programme, Department of Socially Mobilization, Department of Regional Development and Department of Publicity and Training.
I. General Office
(i) Facilitate FCPMC Directors to operate its daily work;
(ii) Organize Directors’ Meeting, Directors’ Executive Meeting, Staff Meeting, Meeting of General Affairs as well as political and vocational studies;
(iii) Draw up general documents and formulate rules and regulations of FCPMC;
(iv) Supervise and inspect the implementation of rules and regulations;
(v) Manage personnel affairs, wages and welfares;
(vi) In charge of official documents operation, files management as well as safety and security matters, handle complaints and Party-masses relationship;
(vii) Draw up budget and final accounts;
(viii) Responsible for the accounting and taxation related matters;
(ix) Responsible for the accounting and financial management of project funds;
(x) Conduct self inspection of financial affairs and facilitate external financial inspection and auditing;
(xi) In charge of the procurement, storage and distribution of office supplies and equipments, as well as other logistics support.
II. Department of International Cooperation
(i) Design, organize, implement, manage, monitor and evaluate loan and technical assistance projects by international agencies;
(ii) Strengthen and expand cooperation with international bilateral and multilateral organizations;
(iii) Solicit and expand cooperation with international capital and overseas enterprises in poverty-stricken areas;
(iv) Expand exchange and experiencesharing with the international community in the field of poverty alleviation and development to promote global poverty alleviation efforts.
III. Department of Monitoring and Evaluation and Government-funded Poverty Alleviation and Development Programme
(i) Responsible for soliciting government-funded poverty alleviation and development projects;
(ii) Implement, manage and provide technical support for projects delegated by LGOP and relevant government agencies;
(iii) Responsible for the planning, assessment, monitoring and evaluation of domestic poverty alleviation and rural development projects;
(iv) Perform daily tasks delegated by Statistics and Monitoring Office of LGOP.
IV. Department of Socially Mobilization
(i) Organize enterprises from developed regions to engage in poverty alleviation and development work in poverty-stricken areas in Central and West China;
(ii) Carry out agro-business pilots and promote experience scaling-up;
(iii) Carry out agricultural technology extension pilots;
(iv) Cooperate with Non-governmental Organizations to carry out poverty alleviation and development projects.
V. Department of Regional Development
(i) Carry on research and studies on regional development in poverty-stricken areas;
(ii) Make development planning for poverty-stricken areas;
(iii) Carry out regional development pilots in different types of poverty-stricken areas;
(iv) Responsible for experience sharing and dissemination on regional development in poverty-stricken areas.
VI. Department of Publicity and Training
(i) Responsible for publicity work of foreign-funded poverty alleviation and development and FCPMC;
(ii) Organize capacity building for staffs working in the field of foreign-funded poverty alleviation and development and FCPMC;
(iii) Carry out training programs for transferred rural labors with the support of social resources;
(iv) Apply passports and visas for LGOP staff;
(v) Compile and print brief reports on work and manage website.
